PACEx Selected by Hong Kong Cyberport to Accelerate Maritime Decarbonization

HONG KONG, 8th January 2025PACEx Limited, the Hong Kong-based joint venture between Climate Change Ventures (CCV) and Greensee, today announced its admission into one of the prestigious Cyberport support programmes. This endorsement provides PACEx (Platform for Accounting & Carbon Exchange) with financial support, technical resources, and access to Cyberport’s extensive network, significantly accelerating the development and deployment of a unified solution for shipping-sector decarbonization, compliance, and carbon trading across the Asia-Pacific region.

The backing from one of Hong Kong’s leading innovation hubs comes at a pivotal time. As the industry navigates evolving regulatory landscapes, including the recent International Maritime Organization (IMO) decision on GHG regulations, the need for data-driven, actionable tools is more critical than ever. PACEx is building a unified operating layer that connects verifiable operational data, compliance mechanisms, and carbon and fuel markets. By doing so, it enables maritime stakeholders to move beyond fragmented reporting tools and ad-hoc offsetting strategies, toward integrated decision-making grounded in trusted data and financial optionality.

Kevin Lok, CEO of PACEx, stated: “Our admission into Cyberport is a powerful validation of our mission and a tremendous catalyst for growth. Hong Kong is the ideal gateway for Asia-Pacific carbon markets, and Cyberport’s support, including its funding and vibrant tech community, provides the perfect foundation. We are now optimally positioned to build the essential digital infrastructure that will help the maritime sector turn regulatory complexity into strategic advantage.”

PACEx will offer an integrated platform designed for shipowners, charterers, and operators navigating tightening regulatory frameworks, including the EU ETS, UK ETS, and the IMO’s upcoming Fuel-Intensity Regulation. The platform will enable:

  • Sector-Focused Emissions Trading for EUA, UKA, Surplus and Remedial Units, helping clients reduce compliance costs and manage carbon exposure.
  • AI-Driven Emissions Integrity, using Greensee’s data engine verified by Smart Freight Centre under the GLEC 3.2 framework to ensure accurate, reportable, and regulator-ready emissions accounting.
  • Green Fuel & Technology Advisory, supporting shipping companies in adopting biofuels, green methanol, hydrogen, ammonia, and other low-carbon solutions.
  • Structured Green and Transition Finance, combining CCV’s carbon-market expertise with tailored instruments to fund decarbonization projects.

Luc Terral, CEO of Greensee, said: “Cyberport’s ecosystem aligns perfectly with our long-term vision. Together with PACEx, we are closing the loop between granular operational data and real financial outcomes—enabling shipping companies not only to report emissions, but to actively manage, reduce, and monetize them.”

Horacio Carvalho, CEO of CCV, added: “Cyberport’s strategic backing in Hong Kong is a game-changer. It enables PACEx to move faster in empowering ship owners and operators to take control of their decarbonization journey today, turning challenges into verifiable opportunities for investment and leadership.”
